^^^That is what I am getting at. The new process is not working and the active GM's aren't active enough.
We know that we need active GM's and the GM's that are active are running 2 teams, but why not have BPA for the empty teams. This will speed things up instead of having an active GM pick for the empty teams.
Take the 1st round, it would have been done if the league BPA'd all the teams that didn't have a GM. We would have been half way done the 2nd if not completing the 2nd round right now.
I went to Quebec for the weekend and thought that I would have had both my picks made by now and worried that I would have had BPA for both teams because I didn't send in a list, but I logged in and I didn't miss anything. Now do you see what I am getting at.

The whole idea of having GMs taking over inactive teams was so that they can manage them, try to bring back to relevance, and in doing so, make the league more active (trades, waivers, etc.).
At this point, Detroit should be the only inactive team
Also, I don't think you've given the streamlined process much of a chance. It punishes GMs who are not paying attention later on. So if people aren't active right now, which is what's happening, then their time for both of their teams will halve and ultimately go right to BPA. It starts slow (although everyone should be active now) and picks up as we weed out the no-shows.
The lack of participation frustrates me too, but just BPAing half the league leads to inactivity, unmanaged teams with horrible rosters, and a stale trade market.

Our system is not perfect, nor is the league, hence why active GM's are now managing two teams. If we go back to just 10-14 active GM's we have a dead league, no trades/waivers, and almost no point in even doing the league. By doing this we can at least bring back those teams to some kind of relevance which may attract more GM's in the future. We just got 2 new GM's and and one of those actually changed his mind when he looked at the roster of one of the teams he originally wanted cuz it was too much of a project. Think we need to keep the system in place and hopefully gather some more GM's along the way. I'm trying to get one or two of my brother's to join but that has not gone over so well. When my hockey league starts again, after Labor Day, I'll talk to some of those guys too. Basically this would not be a problem, if we had more GM's in the league.

did St. Louis or Ottawa leave? Too much of a project? were they expecting to win the cup their first season?

I am not saying to give up on the two team managing until new GM's apply, what I was getting at was that we should BPA the vacant teams for the draft and that is it as the draft is taking too long and we should be doing more than 1 pick every day.

part of managing a team is drafting for them. we've had formerly good teams fall into decay, because of a lack of management and BPAs in the draft that were not the best fits for the vacant teams.
It's going to take a little longer but the alternative is to continue having half the league with terrible, outdated teams.

The active GMs have taken over inactive GMs teams and managed them. Since you're just logging in for the first time in a long time, you would have missed that pick anyways.
